Servicing in a city on the water

Plymouth is a port city on the south coast of Devon, between the rivers Plym and Tamar. Both rivers flow into Plymouth Sound, a natural harbour. Devonport grew around the naval dockyard, which opened on the Tamar in 1690. Today, HMNB Devonport is the largest operational naval base in Western Europe. Meanwhile, Plympton and Plymstock joined the city in 1967. Plympton itself grew from several older villages.

Efford, in the east, is a large and mostly post-war suburb on high ground above the Plym. Its homes are mainly local authority and housing association properties. In contrast, a flat above a Barbican shop may share walls and a freeholder. In that case, the managing agent may need to agree access first.
